• Cannon Design, an architectural, engineering and planning firm with offices in Arlington, hired Daryoush Batmanghelidj as a senior project manager. Mr. Batmanghelidj will play a key role in management of the firm’s planning and design contract for the U.S. Department of Veterans Affairs. His 35-year career features several Washington-area projects, including McNair Farms, President’s Park and Village Center Dulles, all located in western Fairfax County.

• Bradford Warner was named to the board of directors of Capital One Financial Corp., a McLean banking company. Mr. Warner previously served as president of premier and small business banking at Bank of America Corp.

• Vangent Inc., an Arlington information technology company, named Brad Cutsinger vice president for defense and national security programs. Mr. Cutsinger previously worked for SAIC, a technology researching company, where he directed major defense and intelligence contracts.
• Vernon Sanford was named vice president of military health systems at Apptis Inc., a Chantilly information technology company. Mr. Sanford previously worked as a partner within IBM Global Business Services.
• Greg Hudson was named vice president of sales in the D.C. office of Vordel, a Dublin, Ireland, network management company. He previously worked as vice president of sales at Forum Systems, a Burlington, Mass., Web services security company.
• Diane Whitmoyer was named vice president of contracts at Catapult Technology Ltd., a Bethesda information technology company. She previously worked as vice president of contracts, pricing and procurement at BAE Systems in Rockville.

• Lisanne Fegan Morales was named chief financial officer at Cooley Godward Kronish LLP, a Palo Alto, Calif., law firm. She previously served as CFO at D.C. law firm Arnold & Porter.
• Candida Wolff was named partner at Hogan & Hartson LLP, a D.C. law firm. She previously served as assistant to President Bush for legislative affairs.

• Kay Enokido was promoted from executive vice president to president of the Hay-Adams Management Co. Tom Crouse was appointed vice chairman of the D.C. boutique hotel company.
