The Obama campaign is spending at least $10 million in battleground states this week to hammer GOP rival Mitt Romney on his record as governor of Massachusetts.

The move comes after even some fellow Democrats balked at the president’s attack on Mr. Romney’s record as an equity investor. The Obama campaign on Monday released an ad called “Heard It Before” that focuses on Mr. Romney’s pledge to use his business experience to create jobs in Massachusetts.

During his time as governor, the ad says, Massachusetts ranked 47th in job creation and lost 40,000 manufacturing jobs, and Mr. Romney outsourced call-center jobs to India.

“He cut taxes for millionaires like himself, while raising them on the middle class, and left the state $2.6 billion deeper in debt,” the ad says. “So now, when Mitt Romney talks about what he’d do as president, … remember we’ve heard it all before.”

Mr. Romney’s campaign quickly sent out a rebuttal email, noting that the Bay State’s unemployment rate fell from 5.6 percent to 4.7 percent during the Romney administration and the state added tens of thousands of “net new jobs,” according to the Bureau of Labor Statistics.

“Having abandoned ‘Hope and Change,’ the Obama campaign only ‘Hope to Change the Subject’ from an abysmal jobs report,” said Romney campaign spokeswoman Andrea Saul. “We’re happy to compare the 4.7 percent unemployment rate Mitt Romney achieved in Massachusetts to President Obama’s weak record any day.”

The new ad is airing in Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania and Virginia.

The Obama campaign began attacking Mr. Romney’s record as governor last week. The president’s senior re-election strategist, David Axelrod, held a press conference outside the Massachusetts Statehouse in Boston last Thursday that was met with hecklers sent by the Romney campaign.
