Senate Democrats plan to keep Roland Burris, Illinois Gov. Rod Blagojevich’s appointee, off the Senate floor when Congress convenes Tuesday, even if they need to direct the U.S. Capitol Police to take him away, CNN is reporting.

Blagojevich, who has become persona non grata because of corruption charges against him, defiantly appointed Burris, who would be the only black member of the all-white Senate, to fill the seat vacated by President-elect Barack Obama, who has renounced Burris’ appointment.

If Burris ever decides to run for the office again, he could campaign as the “ultimate Washington outsider.”

I wonder what Blagojevich’s next move will be.  Executive privilege?  Plausible deniability?  Perhaps, freedom of speech?
