In hopes of adding a spark to a struggling offense, coach Jim Zorn is starting Devin Thomas ahead of fellow second-year receiver Malcolm Kelly.

Thomas’ only previous start came in Week 4 last year at Dallas when the Redskins opened in a three-receiver set.

Washington’s inactives today are offensive tackle Chris Samuels (neck), punter Hunter Smith (groin), guard Chad Rinehart (shoulder), defensive tackle Anthony Montgomery (knee), running back Anthony Alridge, receiver Marko Mitchell, linebacker Robert Henson and cornerback Kevin Barnes.

Defensive end Phillip Daniels (bicep), defensive tackle Cornelius Griffin (elbow) and running back Clinton Portis (calf) will all start. Griffin sat out last week at Carolina while Daniels was injured during the final drive.
