Correction

The Washington Times on Tuesday misquoted Maryland Delegate Herb McMillan, Anne Arundel Republican. Mr. McMillan said he thinks U.S. Supreme Court Justice Thurgood Marshall had the “greatest impact on civil rights, next to Reverend Dr. Martin Luther King Jr.”
