Both China and Japan contended for influence over Korea before formally recognizing the nation’s full independence in a treaty in 1895. The dispatch mischaracterized the U.S. role in the establishment of the Republic of Korea in 1948. The southern part of Korea was an American zone of occupation from the end of World War II in 1945 until the founding of the Republic of Korea in 1948.
