The governor said the Ohio employee mistakenly left the disk, a backup, in a vehicle parked outside an apartment Sunday.

The employee is being investigated, but there is no reason to think there was a security breach, Mr. Strickland said. He also issued an executive order that would change state procedures for handling the data.

Missing girl found alive

MOMENCE, Ill. — A 5-year-old who disappeared with her grandfather while boating two days ago walked up to searchers yesterday — naked, scratched and with berries in her hands — hours after the man’s body was pulled from the Kankakee River.

Knowing that David Klamecki was dead made it all the more stunning when searchers saw Hannah Klamecki walking out of the woods toward them, Kankakee County sheriff’s officials said.

Searchers gave the suburban Chicago girl food and water and took her to a hospital as a precaution, Chief Deputy Ken McCabe said.

The girl and her grandfather had been last seen Wednesday evening near Momence, about 45 miles south of Chicago.

Yesterday morning searchers found the body of Mr. Klamecki, 62, of Momence, close to a part of the river locals call “Whirlpool Bend.”
