TOP TO BOTTOM

NFL writer David Elfin of The Washington Times ranks the NFL teams. (Last week’s rankings in parentheses)

1. Patriots (1) — Moss knows how to make a first impression.

2. Colts (4) — Champs suffered too many losses on D to repeat.

3. Chargers (2) — Heck of a defensive effort vs. Chicago.

4. Seahawks (5) — Hasselbeck off to good start after rough 2006.

5. Bengals (10) — Benefited from Ravens’ mistakes and a good call.

6. Ravens (6) — Won’t lose six turnovers in another game in 2007.

7. Bears (3) — Is anyone’s else defense more ahead of its offense?

8. Cowboys (9) — Is Wade going to win with offense?

9. Broncos (11) — Elam always gets Denver off on the right foot.

10. Steelers (13) — If Big Ben keeps playing like that …

11. Panthers (14) — Maybe Delhomme isn’t washed up after all.

12. Packers (20) — Who knew Green Bay could win with special teams?

13. Eagles (8) — D was ready for opener. McNabb and special teams weren’t.

14. Saints (7) — So much for 2007 being another brees.

15. Giants (21) — Will they keep up the pace without Eli?

16. 49ers (17) — Nolan’s guys are 6-3 in close games past two years.

17. Bills (24) — Seconds from upsetting Broncos.

18. Titans (22) — Impressive in beating Jags with little from Vince.

19. Redskins (19) — If Randle El can be a consistent No. 2 WR …

20. Cardinals (16) — Leinart and Co. have some growing to do.

21. Texans (27) — Schaub couldn’t have asked for a better debut.

22. Vikings (26) — Terrific start, but it was against Atlanta.

23. Jets (12) — So much for the chic upset special over the Pats.

24. Jaguars (15) — How does any D give up 175 yards to Chris Brown?

25. Dolphins (25) — The front seven on D will keep them in games.

26. Rams (18) — Did Steven Jackson forget preseason was over?

27. Lions (28) — You get only so much credit for beating Oakland.

28. Chiefs (23) — As if Trent couldn’t help this team, Herm.

29. Bucs (30) — Their O-Line is offensive yet again.

30. Raiders (32) — Russell might be ready by this time next season.

31. Browns (29) — Would be better off with Juliet coaching than Romeo.

32. Falcons (31) — Six sacks, two picks. Nice Atlanta debut, Joey.
