What a crybaby! The President issues these INTERNAL documents as HE has control over those agencies, not the members of Congress. Since when is the President required to consult with Congress for how HE should run HIS administration? Congress doesn't consult with the President for their parliamentary procedures and rules, do they? No? I didn't think so.
This is nothing more than a quest for power and control by certain members of Congress. If Congress wants to have complete control over this, then they can make laws concerning the activities involved. Other than that, when does Congress grant the Presidency access to THEIR drafts and bills BEFORE they give a copy to the press? Very rarely! So, Congress, ether put up or shut up.
