Thomas J. Gibson was named president and chief executive officer of the American Iron and Steel Institute, a North American steel industry and manufacturing group with headquarters in Washington. Mr. Gibson, now senior vice president of advocacy for the American Chemistry Council, will assume his new responsibilities Sept. 1.
FINANCE
Nicole Gilbert joined the Bank of Georgetown, a community bank chartered in the District, as vice president and branch manager of the bank´s Friendship Heights branch. Ms. Gilbert was assistant branch manager with NASA Federal Credit Union in Columbia, Md.

David Cavossa was named vice president of CapRock Communications’ SATCOM Division for Arrowhead Global Solutions, a satellite and telecommunication network provider. He had served as vice president of government relations since joining the Fairfax company a year ago.
LEGAL
Kevin D’Anna was promoted from legal assistant to an associate at Paley Rothman. His practice will focus on employee stock ownership plans in the law firm’s Bethesda office.
Nicholas Lefevre was named general counsel of the U.S. Government Printing Office. Before joining GPO, Mr. Lefevre spent more than two decades in private practice in California and as in-house counsel to technology companies including Commodore Business Machines, Atari Corp., Konami Digital Entertainment and VM Labs Inc.

Deborah DeBernard was named vice president and chief operations officer at Leo A Daly, an architecture and engineering firm. She will be based in the firm’sinternational headquarters in the District. Ms. DeBernard previously served as the firm’s vice president and director of operations.
EDUCATION
Arnold Harvey was named director of academic affairs for the University of Phoenix’s D.C. campus. Mr. Harvey most recently served as the college campus chair of the undergraduate business program at the University of Phoenix’s Reston campus.
