It's unfortunate this article fails to acknowledge one of the key successes of PEPFAR, which is the innovative and unprecedented U.S. Government interagency design of this initiative. There are seven key U.S. Government implementing agencies involved in PEPFAR (including the Department of Health and Human Resources, Department of Defense, and the Peace Corps), and despite the coordination challenges that come from multi-agency engagement, this initiate is working and saving countless lives throughout the world. With the recent news stories about lack of coordination between U.S. Government agencies in the response to Hurricane Katrina, PEPFAR is a shining example that the U.S. Government can work effectively if given the resources and committment of the legislative and executive branches.
