Russia has locked much of Central Asia and Europe into its energy control strategy. The only way they can realistically (including the U.S.) become independent is to develop their own energy sources. There is always a risk of market corruption for political objectives when depending on external resources (Saddam, Putin, Chavez). This is Putin's plan at overcoming a lack of military parity with the West. This winter will tell the story.
