"Status of Force", "Memorandum of Understanding", "Treaty", etc. Whatever it's called, a document which clearly states the rules of US engagement in Iraq must be approved by both the Iraq and US governments. Are we close? What are the issues? Do Rice and Nouri al-Maliki actually have the authority to make a deal? It seems we have a long way to go on this one,
