This draft "Strategic framework agreement" cannot be distinguished from a treaty that requires "advice and consent" of the Senate. It's unconscionable that the White House intends to exclude agreements with Iraq from the constrictions of Art II, Sec 2 [2] of the Constitution. My hope is that the Senate will not stand still for this.
