The U.S. has been through this before. The first thing that has be stabilized is the government. If the people don't believe in the government, they won't believe in the law and they won't believe the law enforcement will protect them. The Taliban have taken the people of Afghanistan down to the physiological level of needs and they are struggling to attain the next level, safety. If the government can't provide it, they will provide for themselves.
oh, these militias will never get strong. Russians already had it in 1980-s, and British - a century earlier. Afghans bever trust puppet leaders - sad, but true
