It should be explained that those "no-bid contracts" were probably bought off the GSA schedule. By saying "no bid", it leaves the impression that there was no competition for the job. I remember the same wording used to try and demonize Blackwater a while back when congress was investigating for civilian deaths in Iraq. http://en.wikipedia.org/wiki/General_Services_Administration#GSA_Schedule

With Obama as President and Clinton as SoS, Blackwater is in a very good position to act against terrorism and piracy. The HillBills will undoubtably follow Clinton's multilateralist foreign policy of the 1990's which will be reluctant to apply U.S. military force unilaterally in U.S. interests. He never did with the WTC, Khobar Towers, Embassies and USS Cole bombings. He treated it all like a legal jurisdiction matter. Obama and the Clinton's are lawyers. Obama is uncomfortable with the military. General Jones served as supreme allied commander, Europe (SACEUR) and COMUSEUCOM, not in the Middle East Theater of operations. Therefore, once stability is achieved for troop withdrawal and incidents like this occur, there will be a "Black Hawk Down" reluctance to apply military force unilaterally where blame cannot be shared with other entities (expends to much political capital). This provides opportunity for Black Water because they have the most experience and have access to the most experience in these matters. They will have to increase their admin staff, especially legal since the U.S. may refer to them from time to time but will play Pontius Pilate with the support and blame.

I notice that the Navy professional reading list has two books on fighting pirates: http://militaryprofessionalreadinglists.com/navy Perhaps these incidents will prompt another book on more modern piracy threats. Maybe someone from Blackwater will write it!
