A lecturer from the Human Rights Watch who also is an activist striving for U.S. endorsement of the ban on cluster bombs recently said that the fly in the ointment is Korea. He said that the cluster bomb treaty requires signees to withhold support from countries that dont sign. South Korea and the U.S. have strewn the North Korean border with cluste bombs, and South Korea will not remove them until there's a durable peace with the north. The U.S. is caught in that dilemma.
