Is no one else bothered that the City Council is looking to the police to draft new regulations and laws? It shouldn't be up to the Police Chief when and what laws and regulations are passed. I always thought that the police were hired to enforce the laws passed by the people not make the laws for law enforcement's convenience, benefit and political agenda. Oh.. I almost forgot, this is DC. Can you say Police State?
