The House seems to blame the White House for it woes when two major pieces of "bipartisan" legislation went awry without White House interference. The immigration debacle for one, because they were not listening to their constituents. The biofuels bill sent a wave starvation fear across the globe because it was a short term zero impact analysis solution to a non deterministic global warming issue. They (including the President) destabilized a food production market in equilibrium for a feel good solution to a problem that was based on a belief that something was wrong with the climate and they could control it. This is why the Republicans were somewhat reserve about shifting their positions. Minimum wage and Veteran's benefits make sense. Power brokering and hubris makes for stiff necks.
