Congress controls funding already, and no further laws encroaching on the Executive branch are necesary or wise. This is an election year ploy by the Democrats (who hold a majority in the lowest rated congress in history) and a sop to their base. If this "report" does lead to a proposed law, no sane president will ever sign it.
Well, if ANYONE up here remembered that little thing called "the Constitution," they'd realize that only Congress has the right to declare war. The President, as Commander in Chief, is only there to *execute* Congress' orders and lead the armed forces in combat.
But, since Congress, the Executive and the SCOTUS have all decided to wipe their collective butts with the Constitution over the last 150 years (and this last 8 years really takes the cake), I'm not surprised that they have to come up with a hair-brained idea like this. That's what you get when you give the Executive FAR more power than they were ever supposed to have.
By the way...it's OUR (We the People's) fault because we keep electing these traitors to their Oath (both Republicans AND Democrats).
