It's a matter of social expectations. When we expect the government to take care of us, we get government programs. When we expect our community to take care of we get faith inspired and grass roots community groups. As we become more urban and 'evolve standards of decency of a mature society' (like Europe), we become less independent and abrogate much more of our freedom of choice to the government in exchange for our tax dollars and their decisions. After 50%, you have no choice; think about it.
