D.C. Mayor Adrian M. Fenty and the D.C. Council on Monday announced emergency legislation that will repeal the District’s ban on handguns and allow residents to begin registering the guns this week.

The 13-member council will vote Tuesday on the legislation, which sets guidelines for how residents can register handguns and how they must be stored and used in the home.

The guidelines could take effect as early as Wednesday, city officials said.

The emergency legislation will be in effect for 90 days while the council develops permanent legislation and makes changes to the guidelines.

“We expect a lot of public input,” said D.C. interim Attorney General Peter J. Nickles. “We probably expect also a lawsuit. We will learn from what it is we see and it may be appropriate to change some of the measures.”
