Under Harry Reid's leadership, nothing is going anywhere unless the Democrats get credit for it. That means No morality issues. People have a right to get AIDS and we should pay to treat it.
We should not be exporting male genital mutilation or condoning male genital mutilation.
The risk change is minor IF the studies are correct(like putting a gun with 1.8/100 bullets to your head instead of 3.1/100). The studies have many flaws including more people in the study being lost than getting HIV and condom advice to the circumcised, as well as a longer periood of sexual activity for the natural intact with a very short study period.
Also the decreas in pleaseure and sensation with incorect information that they are protected may lead African men to not use condoms. That will make the problem worse.
Finally why are we not pushing female circumcison as this has the same effect as male circumcison? Why the sexist genital mutilation position?
