Iran is stalling to buy time to get enough fissile material to make one or more nuclear devices. The rest of the world is stalling because the left around the world is afraid that a war will keep them from gaining power in the US. Hopefully we won't have to fight the first 4 years of the war with a Democrat in the White House, I shudder to think what Obama would do if Iran used nuclear weapons. Probably surrender to them.
