It will indeed be interesting to see if the selection of this man will change the culture of the USAF - it has been developed and ratified over 60 years, ans such a sea cahnge is unlikely to happen in as short a time as his tenure as Chief of Staff.
As one who served with the atomic test group in the early 1950s, Operation head start which was the pilot program for LeMays Chrome Dome airborne alert
that became the US Governments response to JFKs questionable missile gap, and having spent time at SAC during LeMays and Powers command I heartily concur that all problems are Command problems. Even in the 60s the other commands were becomming
"casual" in their approach to dicipline and operations. SAC was legend for its
dicipline and unwavering command. This remained constant until 1974 when a lawyer, Staff Judge Advocate General took command with the stated intention of making SAC a kinder, gentler command. It is difficult to put that genie back in the bottle in todays environment.
