The EU in publishing its plan rather then voting privately, allowed Iranian money managers to move funds to non-threatened locations. The EU in allowing these removals weakened their own banking. Poor decision making process, poor planning and the EU needs to clean up some of its own procedures.
But they should still be thanked for their efforts in reducing another entry into the nuclear race, especially an entry from historically unstable governmental leadership.
