The dysfunctional multilateralism of the 1990's is what should be driving the new defense strategies. As a result of those policies, U.S. economic and political primacy is receding (measure the amount of global anti-Americanism). We are pursuing global consensus regardless of compliance (Sudan and Zimbabwe vs. Global warming and the Supreme Court ruling on the globalization of U.S. habeas corpus). In this environment, compliance will be regional, e.g. Russian and China with the Middle East and South America in a power struggle and Africa, up for grabs. The military needs to review the major threats from these regions, the stability and the contact points for compliance in order to compare our political, economic and military counter measures toward developing a strategy. Our mission is still one of global stability even with our reduced influence. Herein lies "the matter of balance" that Gates talks about.
