Along with transparency, their needs to be integrity. With the amount of leaks going to Congress and the media to support blame agenda's, there does not seem to be integrity. This offers vulnerabilities for corruption of the system through Executive and Congressional political TURF battles, not interdepartmental or interagency (just ask Sandy Berger). The need to know can be justified operationally. Oversight should not be on a production line classified/declassified basis it should be on validation of the classification.
