This is just quietly returning compassion to the responsibility of the people who have to live with it instead of dictating it from a social intellect and elitist perspective. What do Harry Reid or Nancy Pelosi know or what have they done about "at-risk youth, disaster victims, recovering addicts, returning prisoners, individuals with HIV/AIDS and the homeless." They tolerate them.
