This, quite simply, is a central core (which includes the majority of the world's Anglicans) affirming the central tenets of the Christian faith. The dying periphery that dooesn't ascribe to them but rather sees the church as a vehicle to promote their secular agenda doesn't need to sign on to the Jerusalem declaration.
