This is too bad. As the military's most tech-savvy service, the USAF seemed the best one to assume this mission. We need some part of the military to be capable of offensive cyberwarfare. Playing only defense is as foolish in IT as it is in conventional warfare.
Recognizing our military's increasing dependence on information systems for nearly everything and the potential this has as a judo hold against us, both China and Russia are devoting considerable resources to infiltrate, scan, and penetrate U.S. government networks. We have to have the capability to infiltrate, disrupt, and damage their systems, and give as good as we get, making it such a costly and noxious experience that these guys will think very carefully about cyberattacking the U.S. in preparation for conventional military moves.
