As usual, Georgie Anne Geyer is an infamous liar.
The lease was originally made by President T. Roosevelt, and is in effect for as long as the United States pays Cuba $2,000 each year.
Here is Geyer's central lie: "Guantanamo was once leased to the United States, but after the Castro regime emerged 50 years ago, the lease was allowed to drift and more or less expire."
Each year, the United States offers the payment and Cuba refuses to accept.
The lease is hotly contested by both sides, and the US is right.
The facts are readily verifiable. Here is a Yale Law citation for the original lease. http://avalon.law.yale.edu/20th_century/dip_cuba003.asp
Geyer is dishonest in every sense of the word.
