First, what is climate change? It sounds like Spain's problem is a self perpetuating issue. From the article it seems that most of the climate change is brought about by local conditions. By changing the configuration of waterflow, agriculture and people without understanding the impact of all of the variables is definitely going to impact the demand, the weather and the water. Edward Lorenz called it chaos. It has a stability lifespan as long as the conditions remain the same. When you change the variables, the limit cycle changes. Until they can understand all the impacts, which is highly unlikely, they are going to have to live with natures results.
Spain could learn a lot from Australia where rainwater barrels are almost in every alternate house and water sensitive urban design is being implemented in several cities and lots.
Harvesting rain, greywater reuse, ecosan and reducing demand by getting water efficient is surely the way to go. Agricultural water use efiiency has also to dramatically improve and industries must become water neutral.
