One thing missing from President Bush's statement is that we need more domestic energy NOW. Records show we have had an entire month without sun spots and the average for the seven month's of 2008 was three. The Democrats can keep believing in global warming or climate change control or whatever they call it but the last time this happened was in the Maunder Minimum, it was the beginning of the Little Ice Age that the "Hockey Stick" model tried to average out with tree rings. If Congress is 180 degress out of sync and we don't have energy, carbon or otherwise, blame isn't going by you a BTU. Let's not forget that Russia is the only energy independent nation on the planet with a susbstantial military force, i.e. NATO is on the table and energy is a weapon of choice.
Excellent comment soxconn. The sunspot factor is fascinating and one I want to look into and get a little smarter on. That said, there is an old saying "none is so blind that they will not see". That sums up the Democratic congress. Their hatred of President Bush and their lust for power and the White House literally precludes them for doing what is best for U.S. security and the economy. They need to be run out of office.

With almost a quarter of our domestic production in the proverbial Gulf "basket" we really need to stress oil-shale (no hurricanes in Colorado).
Drilling off the left coast, the Atlantic coast and ANWR needs to begin too.
That way a single storm cannot bring a quarter of our production into question.
Hmm.. Maybe we would have more domestic energy NOW if the Bush Administration had a comprehensive energy policy for the last 8 years. Maybe we do need to drill of the Atlantic and Pacific Coasts, but that's not going to produce any energy NOW. Maybe in 8-10 years.
Where's the push for clean coal and oil shales? Nope, we got 8 years of "We Need ANWAR!"
