This article leaves a question unanswered. What is the academic status of students who drop out?
The absence of family support sounds like the main problem for students.
Adding service obligations is an additional burden on kids who may be struggling with too many obligations already. Intervention will help at risk kids. The reference to research is so vague it makes it suspect. This sounds too much like a commercial for a social service group seeking more support for itself.
In 1990 I authored a short article for News Briefs on service learning and its' value. It took 18 years for the "aha" moment, I guess
