Hmmm. Punish the child by taking her shopping for appropriate clothes. Sounds to me like she had appropriate clothes, but prefers to wear the slutty stuff all her friends wear. Maybe she should not go out with these friends any more. Maybe she shouldn't go out unsupervised until she can prove that she can be trusted to behave herself.
Whoa bandaid! Common sense ... unheard of these days. If her peers are all whoreish wannabes time for a new group of peers. DUH!
