I was considering commenting on Mr. Cohen's various factual errors, his wishful thinking in relation to European interests and opinions, and his ridiculous notion that hectoring the Russians with demands we have no means of enforcing might be in US interests.
Instead, I would merely enjoin him to read and learn from Ms. Gati's intellegent and wise contribution on the same topic.
Putin has taken advantage of two significant vulnerabilities of the globe: (1) A lack of energy independence and (2) the evolution of the economic globalization in conjunction the Clinton Era dysfunctional multilateralism (What Is “Multilateral”? By John Van Oudenaren) Until we can provide mitigation and contingency plans for those vulnerabilities, Putin will do as he likes.
What's a double-facedness: English speaking Mr. Cohen and Russian speaking are two different men!
Since the first paragraph of the article Mr. Cohen neglects the consistency of that he write to actual history. He remembers the Helsinki Pact of 1975 and tells about sanctity of borders in Europe in the context of recent events on Caucasus though the borders he speaks about were internal administrative boundaries of USSR. These borders were artificially constructed by Stalin who for instance splited Ossetia into two parts. One part of Ossetia territory Stalin included into Georgia. So it follows what Mr. Cohen plays the Stalin game. I wouldn't think it's true but Mr. Cohen should collect the facts more accurately. I'm disappointed.
