I wonder how many of those hanging chads were owed to prepunching of the ballots for Gore. One voter in California reported his ballot was rejected because it was punched for both presidential choices, or for two since there were probably more. He said he was given a second ballot which he examined and it was already punched for Gore. We said he was given a third ballot and went on his way. If a ballot were prepunched or partially punched for Gore and the voter punched it for Bush, that would cause a hanging chad, wouldn't it.
