Those in the cyber security community understand that there really isn't much difference between defense and offense. I don't know a single 'white hat' who doesn't have offensive tools as part of his or her kit. Mr Kurtz is dead on with his point that it is determining the actual origin of an attack that is the challenge (what with botnets with remote C&C, proxies, etc).
The Congressman would do well not to quibble with whether it is DoD or DHS that is pressing the keys... but on the policies as to when and how the decision to 'go offensive' is made.
IMHO.
Excellent CPM, but you know this is just another plum of an area politicians are now saving to pluck and sing their songs to garner their personal "gain" and vainglory in this current world where demagaguery antics and non-accountability override national security. Ask the N.Y. times and, oh, by the way, who are the leakers that exposed data-mining to that patriotic rag? I suppose we'll never know.
