That's pretty bad, building on a landfill. Jail to the Chief.
Cockroaches and mildew? Sounds like you can build someone a home but taking care of it is a different beast.
This may be due to the landfill but I am betting that a few surprise inspections would show that cleanliness, or lack thereof, is the culprit.
These people need to get some b-l-e-a-c-h. Then habitat can pay some migrant illegal alien who has trudged a few thousand miles thru jungle and desert that is actually willing to work to do the cleaning.
