• Petra Horna joined Philadelphia architectural firm EwingCole Inc. as director of business development at its Washington office. Ms. Horna previously worked with real estate development, brokerage and construction firms while at the Orchid Group and with Global Development Partners in the District.

• RTKL Associates Inc. said John Hart rejoined the global architecture firm as a principal. Before joining RTKL, Mr. Hart managed the National World War II Memorial design team and served as project urban designer for the Capitol Gateway Waterfront Redevelopment Plan in the District.

Bowman Consulting Group Ltd. promoted four employees to principals of the Chantilly civil engineering firm.

• Mark Baker serves as director of planning and landscape architecture of Bowman's Leesburg office.

• Scott Delgado serves as director of engineering of Bowman's Alexandria office.

• Charles Powell oversees Bowman's regional land surveying operations in the firm's Prince William and Fredericksburg offices.

• Matt Tauscher is director of planning and landscape architecture of the firm's Alexandria and Fairfax offices.

ACCOUNTING & FINANCE

• KPMG LLP, an international audit, tax and advisory firm, hired Miles R. McNamee as a principal in its federal advisory practice. He will be responsible for advising Department of Defense and intelligence-community clients. Mr. McNamee previously served as a vice president at BearingPoint Inc., in charge of one of the McLean firm's Defense Department accounts.

• Michael P. Nester joined Access National Bank of Reston as a private banking specialist.
