ASSOCIATIONS, GOVERNMENT AND NONPROFITS

• Angela Franco was named interim executive director of the Greater Washington Hispanic Chamber of Commerce. The Colombian native has worked for North Carolina bank BB&T in the Washington area and has 20 years of experience in the financial industry.

• Federal Deposit Insurance Corp. Chairman Sheila C. Bair was named the first recipient of the Regulatory Innovation Award from law firm Morrison & Foerster LLC, which has offices in the District and Northern Virginia. The annual award is intended to honor an academic or nonelected public official who has made significant contributions to regulatory reform of corporate governance and financial markets. Ms. Bair was selected by an independent panel of academics and practitioners.

• Lawrence E. Koziarz, director of training at the District’s Community Action Partnership, was appointed to the 2009 board of examiners for the Malcolm Baldrige National Quality Award. He will review applications for the award, which recognizes excellence in U.S. industries and organizations. Mr. Koziarz has 25 years of experience in training and grant management. The Community Action Partnership works to end poverty at the local level.

FINANCE

• Rick Nadeau joined SRA International Inc. as executive vice president and chief financial officer, overseeing business planning and financial strategy. He has worked previously for accounting firms Arthur Andersen and KPMG. Fairfax-based SRA provides technology and strategic consulting services to government and commercial clients.

HIGH TECHNOLOGY AND TELECOMMUNICATIONS

• Susan Santana, an assistant vice president for AT&T Corp. in the District, was appointed to the Business Policy Task Force of the National Assessment of Educational Progress. NAEP was created by Congress to measure the academic achievement of students in grades four, eight and 12.

LEGAL

• Lily Fu Claffee joined the D.C. office of law firm Jones Day as a partner in its government regulation practice. She formerly served as general counsel and deputy general counsel at the departments of Commerce and Treasury, respectively.

• Marcus A. Asner joined Arnold & Porter LLP as a partner with the firm’s white collar criminal defense practice in New York. Mr. Asner was assistant U.S. attorney for the Southern District of New York for the past nine years, most recently as chief of the major crimes and computer hacking/intellectual property unit.

• Duane Morris LLP announced that John N. Maher, former general counsel of the U.S. Office of Personnel Management, rejoined the firm’s Chicago office as a partner in its intellectual property practice group.

PROFESSIONAL SERVICES

• D.C. resident Daniel B. Dycus was named Payroll Man of the Year by the American Payroll Association at the San Antonio, Texas, group’s annual congress last month. Mr. Dycus is manager of disbursement accounting for Intelsat, a Bermuda-based satellite communications company. Mr. Dycus works at the company’s D.C. office and has worked in the payroll and accounting field for more than 16 years.
