Kaitlin Milkovich has joined Focused Image, a marketing communications agency in Falls Church, as marketing communications associate. Ms. Milkovich was previously a member services coordinator and member relations analyst with the Corporate Executive Board in Washington.

Ned Monroe has been named senior vice president for government affairs with the National Automatic Merchandising Association, a trade group for food and refreshment vending industries. He has previously worked with the National Restaurant Association and will now maintain offices in Chicago and Herndon.

ASSOCIATIONS, GOVERNMENT & NONPROFITS

Nicol Turner-Lee has been appointed a vice president of the Joint Center for Political and Economic Studies, as well as the first director of its Media and Technology Institute. Ms. Turner-Lee was previously an executive at One Economy, a consulting and charity nonprofit. She founded the Neighborhood Technology Resource Center, a Chicago-based nonprofit that provides public access to computers .

FINANCE

Kannika Houngmany has been hired as a program administrator for Rutherfoord’s international division at the company’s Alexandria offices. Rutherfoord is one of the largest brokers in the U.S. It specializes in risk management services and insurance.

W. Stuart “Stu” Cameron has been named manager of TD Bank’s branch in Alexandria. Prior to joining TD Bank, Mr. Cameron was the president and CEO of the New Jersey Bankers Association for 20 years. TD Banknorth and Commerce Bank merged on May 31, 2008, to become TD Bank. Today, TD Banknorth and TD Bank form one of the 15 largest commercial banks in the United States with $126 billion in assets.

Francis P. Nelson has been promoted to administrative vice president at M&T Bank. Mr. Nelson joined M&T in 1992. He is responsible for leading and managing a retail sales and operations team for the Prince George’s County region. He and his family reside in Washington. M&T is headquartered in Buffalo, N.Y., and has branches in New York, Pennsylvania, Maryland and West Virginia.

HIGH TECHNOLOGY & TELECOMMUNICATIONS

Mina L. Clark has joined engineering consulting firm Greenhorne & O’Mara as federal programs project director. She has 20 years experience managing military, government and corporate engineering projects. She holds engineering degrees from University of Maryland and Union College in New York and served in the Air Force as a civil engineer.

LEGAL

Bruce A. Grabow has joined Locke Lord Bissell & Liddell as senior counsel based in the firm’s D.C. office. Mr. Grabow has represented electric utility clients before state and federal regulatory agencies. His new firm has experience in many types of law and class action suits.

RETAIL & HOSPITALITY

Brian R. Judis has been hired at CORE, a design firm specializing in restaurant design along the East Coast. Mr. Judis will work at the D.C. office as senior project manager for hospitality practice. Previously, he worked at Host Hotels & Resorts Inc., where he was the director of capital expenditures.
