She and her son, who is married with two children, are living in Northeast while dealing with their respective mortgages at home. Mr. Webb said he is working on bringing his family to the District, which he sees as a better fit than Arizona.

Ms. Webb, who until a few weeks ago was leading job-creation efforts in the District, finds herself looking for a position in the nation’s capital.

“I’m going to make a go of it in D.C.,” she said.
