Some donors are satisfied with the positive results they are seeing from the trust, and some are waiting to see how things shake out in light of recent events, he added.

Despite recent turmoil, committee members said the trust fills a crucial need in the community.

“That need has not changed whatsoever, but we have had issues how the trust has worked with the government, and how the government has worked with the trust,” said council member Tommy Wells, Ward 6 Democrat.

A long line of public witnesses testified in favor of the trust, touting its support for their programs and efforts to make sure the money is spent wisely.

“I am not on the warpath against community-based organizations, I assure you,” Mr. Graham said. “That is the furthest thing from my mind.”
