The Washington Redskins enter their bye week with three straight losses, the last of which was a 21-13 decision against the Carolina Panthers, who had lost five straight. Washington on Sunday committed 13 penalties, gave up more big plays on defense and failed to score at least two touchdowns on offense for the second straight week. After the game, coach Mike Shanahan acknowledged he’d even begin the evaluation process for next season.
