WHITE PLAINS, N.Y. (AP) - Police say people in New York’s Lower Hudson region should stay off the roads whenever possible.

The Journal News (http://lohud.us/1asjl5e ) says snow and ice were causing minor accidents Monday morning from Putnam County to lower Westchester.

Westchester County police say there was a near white-out from heavy snowfall on the parkways.

Tandem tractor-trailers have been banned from Interstate 84.

The Tappan Zee Bridge speed has been reduced to 35 miles per hour.
