BUFFALO, N.Y. (AP) - New York Gov. Andrew Cuomo has included plans for a statewide after-school program in his budget proposal for next year.

Cuomo talked about implementing the program over five years, negotiating district by district.

The governor’s budget proposal Tuesday calls for a total of $2.2 billion in spending over those five years to fund both the after-school program and universal pre-kindergarten.

In general, Cuomo has proposed increasing state aid to schools by about 4 percent.
