* WIND CHILL VALUES…AS LOW AS 9 BELOW DUE TO TEMPERATURES FROM

THE UPPER SINGLE DIGITS TO THE MIDDLE TEENS.

* IMPACTS…POTENTIAL FROST BITE AND HYPOTHERMIA
