HARTFORD, Conn. (AP) - Sen. Richard Blumenthal is proposing what he calls a Bill of Rights for students to reduce sexual assaults on campus.

Connecticut’s senior Democratic senator is scheduled to release a report on Monday at the Capitol in Hartford outlining rights to a safe and secure campus, an impartial investigation, confidentiality and notice of access to services. It followed discussions at college campuses in Connecticut.

In his report, Blumenthal said alcohol use associated with assaults warrants a re-examination of campus alcohol rules and enforcement.

And he says colleges should report on the effectiveness of education and training and how complaints of sexual assault are handled.

The legislature enacted a measure last month requiring public and private colleges and universities in Connecticut to immediately notify sexual assault victims of their rights and options after an assault.
